What Payline builds
Payline is a redemption kiosk for Georgia COAM locations. A player finishes a session, walks to the kiosk, and takes their winnings as a spendable Visa gift card instead of cash — physical from the dispenser, or digital to their phone.
It is delivered as one managed service rather than a hardware purchase: the kiosk, the cards, the wallet integration, the compliance tooling, and the reporting arrive together, on a flat monthly lease. Operators who would rather own the unit outright can buy it instead.
Why HB 353 is the deadline we build against
Georgia HB 353 requires Class B COAM locations to move to cashless redemption by July 1, 2026. That date is the constraint the product was designed around — receipt structure, per-transaction limits, the operator / location / master share split, and a reconciliation report an auditor can read.
Payline is built to that standard. We describe the product as HB 353-ready, never as “compliant”: compliance is a determination a regulator makes about your location, not a badge a vendor hands out. For statutory questions, talk to your counsel.
Built on the AXES Intelligent Management System
Most kiosks bolt onto a floor system through an API and inherit the usual costs — latency, sync errors, gaps between what the machine saw and what the kiosk recorded. Payline runs on the AXES Intelligent Management System directly, so a redemption posts against the same session record the floor already keeps.
AXES is a separate company and its platform certifications are its own. Payline does not claim them; what we claim is the integration.
How we treat the money and the record
Every state transition — redemption, reload, operator action, service event — is hashed into an append-only SHA-256 chain, and redemptions are reconciled daily. Payline does not take custody of player funds and does not store full card numbers; funds sit on a regulated card-issuing rail and we hold tokens.
That posture is not a feature we added late. It is the reason the architecture looks the way it does.
Where we are today
Payline is preparing its Wave 1 launch fleet, capped at 500 kiosks, for Georgia Class B locations. Eligibility is checked live against the current Georgia Lottery Corporation Class B approval list — you can run your own license number on the homepage in a few seconds, before you talk to anyone.
